Iirc most super massive black holes, and specifically Sagittarius A* ( the big one in our milky way) arent big enough to attract entire galaxies with their gravitational pull.
Like, in our solar system, where everything is bound to our sun, the sun has like 99.7% of the mass of the entire system.
Sagittarius A*? About 0.4% of the milky way.
Iirc the milky way, and many/most other galaxies, likely formed just by the chance of matter beeing ever so slightly denser there, and their collective gravity pull just keeping stuff a bit more together once space started to expand.
