Man fined £2.3k for flags; council decides morale boost = threat

'Our town's been down and depressed for a couple of years now, it's upsetting to see' Owner of Squeaky Clean Scarborough William Haylett, says he put Union flags up in his local area to lift spirits in the community. He has received a £2,300 fine from North Yorkshire council.
